Attorney General's Inventory
The first step in the WA SAKI project was to complete a detailed, statewide inventory of previously unsubmitted sexual assault kits (SAKs) in the possession of law enforcement agencies and hospitals statewide. The Bureau of Justice Assistance (BJA), one of the grantors, required the inventory to be completed before testing of the sexual assault kits could begin.
In July of 2015, the Washington State Legislature provided the Washington State Patrol Crime Laboratory with funding to begin testing the state's backlog of unsubmitted sexual assault kits. The Attorney General's WA SAKI team began conducting its inventory in June of 2018 by contacting each local law enforcement agency in the state who possessed sexual assault kits and requested a full account of the sexual assault kits in their possession. At that time, 3,025 sexual assault kits had already been submitted to the Washington State Patrol Crime Lab for testing. The inventory conducted by the Attorney General's Office sought to capture information about the sexual assault kits that still had not been submitted for testing at the time of the inventory. The inventory was completed in October of 2018. Since the completion of the inventory, local law enforcement agencies have continued to submit sexual assault kits in order to meet the mandate that all kits collected prior to 2015 are tested by 2021. Below is a snapshot overview as of the completion of the inventory of the unsubmitted sexual assault kits in the State of Washington as captured by the inventory which began in June of 2018 and was completed in October of 2018. This inventory was a snapshot in time as to the number of unsubmitted kits reported by law enforcement agencies during this timeframe. These numbers do not include sexual assault kits that had been previously submitted for testing using legislative funding. These numbers also do not account for additional kits that have been discovered after the completion of the inventory. Data Note: The information below is the result of the Attorney General Office's inventory, which waas completed in October of 2018. Since that time, local law enforcement agencies have continued to submit sexual assault kits. For more information on the total number of sexual assault kits submitted please see the Data and Results page. All active law enforcement agencies in the state completed an inventory. In Washington, certain police agencies contract with other law enforcement agencies to store their evidence. Law enforcement agencies who contract with other agencies will not appear on the list of specific agencies.
